The Indian Ocean Commission is an intergovernmental organisation established in 1982 in Port Louis (Mauritius) and institutionalised in 1984 by the Victoria Agreement in Seychelles. It brings together five countries of the Indian Ocean Union of the Comoros, Reunion (France), Madagascar, Mauritius and the Seychelles.
Its main mission is to strengthen the bonds of friendship and solidarity between peoples of the Indian Ocean, and to build regional and sustainable development projects in order to protect them, improve their living conditions while preserving the natural resources on which they heavily depend. It has therefore both a unifying role which is to strengthen the links between the inhabitants of the member islands, and also a role of external significance which allows it to carry out collective actions at international level.
The IOC is currently running several key projects, namely the Biodiversity project, the Health Watch project, the Renewable Energies project, the Swiofish project 1 and 2, etc.
IOC and APIOI renewed their Partnership Agreement in 2016 to collaborate in all ports and maritime infrastructure projects with the aim of promoting the overall development process of the Member States. It was also agreed that the IOC hosts its secretariat on its premises at Ebène in Mauritius, in order to simplify exchanges.
In order to simplify exchanges, and hosts VIE hired by APIOI, thanks to the fundings of the European Union through the INTERREG program since 2017.

The Îles Vanilles Association was founded in 2010 and registered as an association, pursuant toFrench legislation since 2012. Its members are Réunion, Seychelles, Mauritius, Madagascar, Comoros and Mayotte islands.
The Vanilla Islands have set themselves the goal of developing tourism in the Indian Ocean region by offering compound products and services. Since 2014, the association is involved in the development of the cruise industry in the Indian Ocean.

L’association Îles Vanilles et l’APIOI ont conclu en 2017 un accord de partenariat afin de coordonner leurs efforts pour favoriser le développement de la croisière dans les îles de l’océan Indien. C’est ainsi qu’une étude de préfaisabilité est actuellement en cours afin de réaliser une étude de marché et d’analyser l’offre actuelle des ports dans le but d’harmoniser et de standardiser les conditions d’accueil et les infrastructures des ports.
The Union of Chambers of Commerce and Industry of the Indian Ocean is an association founded in 2005, during the holding of the first Indian Ocean Islands Economic Forum (IOIEF) in Madagascar. It was set up as a confederation of the different Chambers of Commerce and Industry of the member islands (CCI Federation of Madagascar, CCI Union of Comoros, CCI of Mauritius and CCI of Réunion).
UCCIOI’s main objective is the economic growth and development of the islands South-West of the Indian Ocean, through the promotion of the region, the facilitation of international economic partnerships, co-development and common strategies to access foreign markets.
UCCIOI manages several projects :
- The digital business platform aims to promote economic exchanges between key players ofthe region. It provides necessary support to ease exchanges of goods and services, regional partnerships, collaborative work between operators, etc.
- The economic intelligence project aims to develop a centralised database accessible to all economic operators, providing vital statistics and information on regional and strategic markets (Europe and East Africa).
- Export authorisation aims to facilitate the export of products and services of companies from the region by helping them obtain the required certification.
- The economic mapping seeks to reinforce the visibility of key players of the region by pooling various industrial, commercial, service and agricultural companies into a networking tool, so as to ease the development of strategic partnerships in each sector. This service will also be integrated into the digital platform.
- The business protection and security is a project that allows the establishment of alternative dispute resolutions between operators of the region. In fact, ignorance of current legislations applied in each of the neighbouring countries can restrain the economic growth and development of the region.
UCCIOI and APIOI signed a partnership agreement in 2015 to set up a mutualised training programme for the ports of the Indian Ocean islands. This project aims at increasing the knowledge and skills of port staff in order to improve both technical and commercial performances. The goal is to homogenise the service offer of APIOI member ports and reinforce their bonds of partnership, in order to increase their visibility on the international maritime trade scene.
